Skips building libtomcrypt, TomCryptHash.cpp and the chacha plugin. Allowed only with CLIENT_ONLY. Also use FbTomMathLib/FbTomCryptLib in the arm64 common.vcxproj configurations and apply the system boost header rewrite only when FbBoostIncludeDir is set in FirebirdSystemLibs.props.
…ng them into common.lib

With WITH_SYSTEM_TOMMATH/WITH_SYSTEM_TOMCRYPT, FbTomMathLib/FbTomCryptLib are now empty and the system libs are passed to the linker through FbTomMathSysLib/FbTomCryptSysLib.
A shared libtomcrypt built with LTM_DESC may not record its dependency
on libtommath (e.g. vcpkg's on hosts without libtommath.pc), making the
sha1_init check fail with only -ltomcrypt.

- Windows: add FBBUILD_SYSTEM_INCLUDE_DIR as extra include directory for system ICU/zlib headers, since MSBuild ignores %INCLUDE%.
- Windows: link system libtommath/libtomcrypt in final binaries (FbTomMathSysLib/FbTomCryptSysLib) instead of merging them into common.lib.
- configure: link libtommath in the check for system libtomcrypt, as a shared libtomcrypt may not record its dependency on it.
