- Windows: add FBBUILD_SYSTEM_INCLUDE_DIR as extra include directory for system ICU/zlib headers, since MSBuild ignores %INCLUDE%. - Windows: link system libtommath/libtomcrypt in final binaries (FbTomMathSysLib/FbTomCryptSysLib) instead of merging them into common.lib. - configure: link libtommath in the check for system libtomcrypt, as a shared libtomcrypt may not record its dependency on it.
