Summary

Adds three changelog entries for Sep 13, 2026 covering the new X Chat API (encrypted DMs), programmatic Bot accounts, and live-video Broadcasts endpoints.

Changes

• New entry: X Chat API launch — encrypted DM endpoints under /2/chat/* and the Chat XDK across six languages.
• New entry: Bot accounts — create, rotate, revoke, list, update, and delete programmatic accounts scoped to a project with app-only auth.
• New entry: Broadcasts endpoints — list/get, schedule, go-live, and chat moderation for live video.

Context

Endpoints and product docs are present in the repo (x-api/bots, x-api/broadcasts, x-api/chat, xchat/) but had not yet been announced in the changelog.
