Not a Vale bug — this only fails under go mod vendor, which prunes directories with no Go files (golang/go#26366), dropping go-tree-sitter's C headers like php/tree_sitter/*.h (that's smacker/go-tree-sitter#189). A plain go build / go install works — it's how the release binaries are built, and I've verified both behaviors on v3.18.0.

If your build must vendor, use go build -mod=mod or restore the pruned header directories after vendoring. Closing, since the fix isn't on Vale's side.
