feat: add local monitoring dashboard

Summary

• add a loopback-only live dashboard with an automatic local port
• stream typed probe events to summary cards, a latency chart, and recent results
• keep aggregate statistics while bounding detailed in-memory history
• preserve the existing command-line probe behavior

• just ci-diff
• manual local dashboard and API smoke test
