PyPI pyversions badges require Programming Language classifiers; add 3.11–3.14 to splunk-ao, splunk-ao-adk, and splunk-ao-a2a so badges render correctly after the next patch release. Co-authored-by: Cursor <cursoragent@cursor.com>

Summary
Add Programming Language :: Python classifiers (3, 3.11–3.14) to root splunk-ao so the PyPI pyversions badge stops rendering as "missing"
Add Python 3.14 classifier to splunk-ao-adk and splunk-ao-a2a to match tested support (requires-python = >=3.11,<3.15)
Add license badge to root README (consistent with ADK/A2A)
