SM 1.13 compiler builds past 7442 are SourcePawn 2 #40

The compiler bundled with the 1.13.0.7442 is the last version updating as purely SP 1.13.

This compiler has since been frozen and bundled as oldspcomp starting with the next build 1.13.0.7451 and no longer receives updates.

However, spcomp starting in 7451 breaks compatibility with old code that uses VFormat due to a change required by SourcePawn 2, and is already compiling with the macro __sourcepawn2 defined.
