Motivation
Prepare
loadRstackConfig().configsto expose inherited tool definitions to existing consumers, as proposed in #504.Changes
Compose ordered layers into effective definitions without evaluating configuration factories. Missing tools stay absent, single definitions retain their identity, and multiple definitions use the existing tool-specific merge logic on demand. Test automatic inheritance and Format normalization remain in their final consumers.
Wire the loader through this composition step with its current project layer. Public
define.extends()registration will follow in a separate PR.
