pylibjpeg-openjpeg: Add version 2.5.0 - #2535

Conversation
Cython/C extension over the vendored openjpeg (v2.5.3 git submodule) and the Little CMS copy openjpeg itself vendors, used as a pylibjpeg plugin for the JPEG 2000 DICOM transfer syntaxes. Same build shape as pylibjpeg-libjpeg: poetry-core's build script runs openjpeg's cmake configure step for its config headers, then compiles everything into one extension. No SIMD or architecture-specific code. Tests run upstream's own suite from the installed wheel with the pylibjpeg-data test corpus, pydicom and pylibjpeg installed, as upstream's pytest-builds.yml does. The patch adds Little CMS's MIT licence to the wheel, which upstream compiles in but does not ship a notice for.

pylibjpeg-openjpeg2.5.0Compiles a Cython extension over the vendored openjpeg and Little CMS C sources. Upstream publishes no riscv64 wheel.
Mirrors upstream's
release-wheels.yml.Differs from upstream
pytest-builds.ymlrun against the built wheel - upstream's release workflow runs none.Matrix: cp312, cp313, cp314 - upstream ships no free-threaded wheel and the extension does not declare free-threading support.
Testing
License: Wheel bundles openjpeg (BSD-2-Clause) and Little CMS (MIT); upstream ships no licence text for Little CMS, so the build adds it.
Patches
0001-package-the-Little-CMS-licence-in-the-built-wheel.patch- To upstream; every PyPI wheel has the same gap. Without it the wheel lacks Little CMS's required notice. Reproduces on x86.
