Release prep for 0.36.0 (a minor bump, since this drops Python 3.9 and 3.10 while versions are 0.y.z).
CHANGES.md: new 0.36.0 section (replaces "Unreleased"), with the stricter-validation changes called out under Breaking for downstream packagers. Each claim in it was checked against current master behaviour.__version__to 0.36.0,SECURITY.mdsupported versions, and the copyright year inLICENSE.txtandmkdocs.yaml.Please review before merging: the release date in the changelog heading (set to 2026-10-10) and the wording. Tagging and publishing are not part of this PR.
