dashboard: the view lives in the URL; a reload stays on it - #75

A reload always went back to the Overview. Each view now has a fragment (#machines, #queue, ...): the first load opens the view the URL names, clicking a view pushes its fragment, and back/forward re-open the view. Relative fragments, so it works under /warte/ too. Oracle (Playwright): reload stays on Machines, /#critical-path opens Critical Path, back returns to it; 21/21.
