ci: installer deploy smoke check hits /health, not /api/health - #149

installer.pairux.com serves its health check at /health (deploy.env HEALTH_PATH); /api/health is a 404, so every installer deploy since at least Oct 15 was marked failed even though the container deployed and stayed healthy. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
