license_patrol reads the installed gems of every gemfile given to --bundler_gemfiles, but setup-ruby only installs the default Gemfile. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…liance The license job runs on the first ruby of the matrix and lets setup-ruby install the first gemfile, so it restores the same cache as that build. The other gemfiles are installed without a cache, into the same bundle path. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Replaces `license_finder` with its successor, `license_patrol`, in the reusable license compliance workflow. The CLI is the same, so only the gem install and the executable name change; `--decisions-file` and the existing `doc/dependency_decisions.yml` default carry over.
Also updates the gem name in `docs/ruby-gem.md`.
