Add the Config consumer skill to the existing development-only skill manager through the installed
fast-forward/configComposer package.The manifest trusts only
fast-forward/configviadependencies.composer.trustedandtrusted-replace: true. Remove GitHub sources and independent pins for Config/Container. Preserve the project target, empty aliases, disabled discovery/vendor sources and any existing Changelog GitHub source. Instructions now follow the resolved dependency payloads. An older package without a bundled skill contributes no skill; this does not upgrade runtime requirements or replace missing payloads with newer GitHub instructions.Include contribution fragments and preserve existing workflow/publication settings. This follow-up leaves Composer manifests/lockfiles unchanged.
Validation: strict Composer metadata validation passed for all eight consumers. An isolated llm/skills 1.15.0 fixture synchronized Config v1.7.3 and Container v1.10.1; all 17 and 21 files respectively match their installed packages byte for byte. Config was also synchronized as a transitive dependency with no direct root requirement. A separate Container v1.6.0 fixture synchronized only Config, confirming no newer Container skill is fetched. Merge previews passed.
The committed contribution check against origin/main passed. Full runtime suites are left to CI; runtime code is unchanged.
