release: prepare nodejs-mobile 26.11.0-0 prerelease

Prepare nodejs-mobile 26.11.0-0 on recipe-v26 as an explicitly requested upstream proposal snapshot prerelease.

Upstream Node.js release proposal #66546 is pinned at 49072a0be4c7410982557aebf5b5c924fe7db597; no official v26.11.0 tag exists at preparation time. The title, notes and source tag will identify this unreleased snapshot.

• Cut release 37556108511 prepared the version, dated notes, release marker and exact upstream SHA marker, and reconstructed source tree 366de32e0018c646ea07608448b694716229b35b.
• The source and full/lite configuration are unchanged from merged upgrade 升级 Node 26.11.0 官方 PR 快照，沿用已约定的 lite 裁剪 #8. Its successful Build passed all ten Android/iOS builds, boot and curated gates, 4,125 Android full-suite tests and 4,057 iOS full-suite tests.
• Add an optional upstream_snapshot input to both manual workflows. The exact full SHA is required twice, its version is checked against the official source, and publication requires the reviewed SHA marker. Default releases still reject unreleased snapshots; PR/push builds never publish.
• Preserve maintained-branch, exact-version, unused-tag, release-note, source checksum, full device-suite and compiler-cache guards. Add immutable Upstream-Snapshot provenance and explicit snapshot warnings in public release metadata.
• Local release-control regression tests: 21 passed, including default rejection, exact SHA opt-in, official version mismatch, marker mismatch and API failures. Workflow YAML, Bash and inline Python syntax passed; every build/preflight release-check call forwards the SHA.
• Review the English CHANGELOG and diff. The publication run will build/package both flavors for both platforms and rerun every required runtime gate before publishing four ZIP assets plus SHA256SUMS.

The release PR changes only recipe-level release controls, notes and markers; source files, patches and expected source hash are unchanged. Run the complete Verify workflow explicitly on this PR branch. The commit skips duplicate automatic build runs; the subsequent manual prerelease run retains all ten build jobs and all same-run device gates.

After review and merge, dispatch Build on recipe-v26 with operation=prerelease, version=26.11.0-0 and upstream_snapshot=49072a0be4c7410982557aebf5b5c924fe7db597. It publishes a GitHub prerelease with latest=false. This mirror's device validation uses emulators/simulators.
