Clear PRE_RELEASE, stamp CITATION.cff to the version being released, and date the release-log entry with a lead paragraph in place of "under development". Differential gate exits 0 at all four baselines with unexplained: 0 and radar unclassified: 0 -- 1165 corpus names, 412 / 340 / 254 / 117 intentional diffs at 1.4.0 / 2.0.0 / 2.1.0 / 2.2.0.
