chore: Backport structarmed.php from 4.8 to develop and use baseline config

@paulbalandan Per our discussion on #10531 (review) , this PR:

• cherry-pick structarmed.php from 4.8 to develop
• generate baseline file config to avoid conflict skip rules apply since in develop, base classes still non abstract on develop.

Checklist:

• Securely signed commits
• Component(s) with PHPDoc blocks, only if necessary or adds value (without duplication)
• Unit testing, with >80% coverage
• User guide updated
• Conforms to style guide

We can regenerate structarmed-baseline.php again later to cleanup skip violations when 4.8 become develop later 👍

The baseline fails on rector

I see, since baseline is generated, that should be skipped in rector.php, I will do it
