chore(repo): Add CODEOWNERS for hotload boundary files

Adds a CODEOWNERS file gating the runtime ABI surface that ships to consumer apps without explicit version bumps. Touching clerk-js/src/core/clerk.ts, react/src/isomorphicClerk.ts, or ui/src/contexts/ will now auto-request review from @clerk/team-sdk. Empty changeset since this is a repo-level config change.
