fix(mosaic): label switcher groups for assistive technology - #10636
The switcher popup (UserButton and OrganizationSwitcher) stacks its rows in three groups: the organizations, what can be done about the lead, and the session actions at the foot. Each group rendered as a plain div, so a screen reader read the rows as one flat list with no boundaries and no names. Legacy labels the same groups with role="group" and an aria-label.
SwitcherGroup now requires a label and always renders role="group" with aria-label, so an unlabeled group is a type error. The labels come from the message catalogs and are overridable like every other string. The organizations group is named Organizations. The manage group is named Organization actions when an organization leads and Account actions when the account leads. The foot group is named Session actions.
The group names stay literal English. Open PR #10553 turns the organization noun into a {organization} placeholder and adds a test that rejects literal "organization" in any catalog string. Whichever of the two PRs rebases second needs to switch groups.organizations and groups.organization in user-button.messages.ts and organization-switcher.messages.ts to the placeholder form.
Fixes CORE-4077.
Driven with the keyboard in swingset (/misc/organization-switcher and /user-button/user-button, trigger focused, Enter, Escape). The popup's ARIA snapshot with the fix, combined mode:
User mode reads group "Account actions" then group "Session actions". The organization switcher reads group "Organizations" then group "Organization actions", and only group "Organizations" when no organization is selected. With the fix undone, the same snapshots contain no group line and each group container has role and aria-label null.

Switcher groups now require a label and render it as an accessible group name. Organization switcher and user-button views provide localized labels for organization, action, and account groups. Feature tests check group names, group contents, and cases where groups are absent. The changeset file contains two delimiter lines.
clerk/javascript#10553: Updates message values in the same message catalogs; the PR description notes that the group labels may need the {organization} placeholder introduced by that PR.

Use a neutral organization-switcher label when no organization is selected.
When lead.kind is none, a custom menu item can still make ManageSection render. The current label is userButton.groups.account, although the organization-switcher has no account actions in this state. Add a neutral label to the organization-switcher catalog and use it for the none case.
