Adds a chezmoi-managed Rex configuration with 21 Ctrl+b sequences matching the documented equivalents of the Kanata tmux bindings: tabs 1–8, splits, pane resize/close/zoom, and the session picker. Existing default shortcuts remain available except for any conflicting Ctrl+b binding.

init.lua loads sequences-bind.lua and shortcuts-bind.lua; the latter is ready for single-key customizations. Session management, pane navigation/rename/swap, and plugin mappings remain pending the connected Rex client’s action list.

Validation: diff whitespace checks passed, all 21 sequences are unique, and the file split preserves every binding. Native rex config check and runtime verification remain pending because Rex is unavailable in the sandbox.
