Migrate source of cert-manager

Description of changes:

• Update the source of cert-manager to EKS-Addon team image (source from 602401143452.dkr.ecr.us-west-2.amazonaws.com)
• Remove all the build related docker/attribution files

Testing

1. Build/Retrieve the image

make build
make create-ecr-repos
make release

2. Helm install the images and the cert-manager is running as expected
