Description

This prepares the v3.55.0 release branch with the final version bump, changelog entry, localized Marketplace README updates, and updated in-product announcement copy around the approved MiMo, upstream handoff, and stability themes.

Reviewers should focus on whether the generated release notes accurately cover the 29 merged PRs since v3.54.1, whether the localized README and announcement updates stay aligned with the approved English copy, and whether the announcement locale keys now use generic highlight names consistently.

Test Procedure

• The announcement follow-up now uses generic highlight1 / highlight2 / highlight3 locale keys, and the focused spec asserts the current 3.55.0 release title.
• Browser proof was not applicable in this workspace: the staged proof runtime targeted http://127.0.0.1:3000, but the configured apps/web-roo-code surface does not exist here and the shipped change is release metadata plus VS Code webview copy.
