ARefusedDiffFallsBackToAPlainMove failed on Linux (run 577): the refused Diff reached its recording owner, then the fallback Move was skipped as going to an unowned port.

ViewerClient remembers unowned ports process wide by number. AnAbsentOwnerReportsNoOwner and AnAbsentOwnerIsNotAnError bind an ephemeral port, release it and probe it, while running in parallel with the fixtures that bind their own. Linux reuses a released port quickly, so the probe's unowned record could land on a port another test's owner had just bound. Both are now [NotInParallel], serialised with every fixture that sets up an owner.
