Towards #3741.
Move cloud-database creation and recognition-count seeding HTTP operations into
vws_mock_test_backends.target_manager_controls, with an explicit target-manager URL. Keep the Flask adapter's existing function signatures as delegates that supply its configured URL, so the HTTP operations can also serve a deployed adapter without importing Flask.Validation: 384 existing tests passed with 165 backend skips; the installed-wheel consumer passed. AST comparison preserves request construction, payloads and error handling. Full pre-commit/pre-push checks and Pylint passed.
