Use Snapper 0.11.1 and narrow the RST exclusions

Summary

• upgrade snapper-fmt from 0.11.0 to 0.11.1
• remove the definition-list and list-continuation exclusions made safe by RST definition lists lose their structure TurtleTech-ehf/snapper#44 and RST list continuation paragraphs are outdented TurtleTech-ehf/snapper#45
• retain only differences-to-vws.rst, with a link to the newly isolated RST bullet sentence splits after a role continuation lose indentation TurtleTech-ehf/snapper#126 blocker
• force Snapper's native parser so hook behavior does not depend on whether Pandoc is installed
