Add a dedicated CI check that installs snapper-fmt 0.11.0 from PyPI through uv and enforces semantic line breaks alongside Vale. Vendor the two usable Snapper Vale rules, promote SemanticLineBreaks to the repositories’ enforced alert level, and retain narrowly scoped exclusions for constructs Snapper does not safely preserve.
