Adds a reproducible Gammapy point-source campaign with explicit source positions, normalized run selections, complete missing-data accounting, and per-job flux, test-statistic, and upper-limit reports. One preparation command discovers all registered sources and available cuts, then builds campaign-local V2DL3 indexes from existing DL3 FITS files. The release data stores are left untouched. Includes the runbook and Towncrier feature note.
Validation: the focused campaign suite passed (3 tests), Python 3.14 syntax compilation passed, Towncrier rendered the feature note, and commit hooks passed (isort, Black, flake8, whitespace, EOF).
