Overview
Adds operator documentation for the delay ec_console command (I-1162): moving messages from the active queue to the delayed queue for a required defer interval, with mandatory scoping via --domain, --binding, --meta, or --header, and cross-links to the same selective filters used by fail and reroute queue. The console-commands index gains a delay table entry.

Updates the Momentum 5.3.0 changelog table: documents delay (I-1162) and experimental DKIM2 (I-1259); adds fix entries for multiline SMTP requeue logging (I-1030), XFER bodyless rejection (I-1047), MIME CR/LF paniclog underread (I-1058), and custom_logger %H over UNIX socket (TASK-259740); moves the OpenSSL I-1276 enhancement to the top of the table and drops a duplicate row.
