Bumps package.json to 1.13.0 and moves the
## [Unreleased]notes under the 1.13.0 heading.To release:

Prepares v1.13.0 by bumping
package.jsonfrom 1.12.2 to 1.13.0 and retitling the former[Unreleased]changelog block as[1.13.0](2026-11-03, linked to the GitHub release tag).That promoted section is what ships with this tag: beta
