Adds a new option to the RetroAchievements menu:
Selecting the option pops up a warning message describing the behavior.
After acknowledging the warning, the feature will remain enabled until the user explicitly turns it off.
While enabled, any unlocks performed in non-hardcore mode will not be sent to the server, and the popup will be modified to reflect the state:
Hardcore mode will continue to operate normally, and the Non-Hardcore Warning will still pop up if the new feature is enabled and the game has achievements.
