• Tip-ratchet docs/ci-streak.json to verified local-green SHA 59ef50766c (Process: master must be green — branch protection requiring the Compiler gate once #36377 lands, a CI-streak metric in release-readiness, and a rule that a red master blocks all non-fix merges (.github/workflows/compiler-gate.yml, script/release-readiness.sh, CONTRIBUTING.md) #36401).
• Sync docs/bootstrap-inventory.md construct-flag drift (RewireArithmetic… 5→6 methods) so bootstrap-inventory --check stays green for north-star5-verify-fast.
• Refresh README / status snapshot from the streak.

Context

• Open PRs at start: duplicate Foundation: expand aarch64 helper-runtime seed 352→362 (#36391) #37718 (already closed; superseded by Foundation: expand aarch64 helper-runtime seed 352→362 (#36391) #37713).
• CI: php-llvm-structgep-assert.patch fails to apply — blocks north-star5-verify-fast and all bootstrap gates #36143–VM: 1M-iteration loops exit 255 silently — restore compute-suite headroom on bin/vm.php #36148 / RunForge north star (Sep 2026): trust, build speed, performance — automation tracker #36142 already closed. No IR stock.
• Master tip moved to 94584c2a9d during this run (aarch64 seed + typed **111); streak records last fully verified SHA.
