docs: document the Lokalise translation sync process - #2714

The Pull Translations pipeline needs a manual step before its PR can merge: ci.yaml's required checks never run on it automatically, since the PR branch is pushed with the default GITHUB_TOKEN and GitHub's anti-recursion rule blocks GITHUB_TOKEN-authenticated pushes from triggering other push-triggered workflows. Documents the root cause, the manual rebase/push-to-unstick-CI step, the recurring Prettier trailing-newline fix needed on Lokalise-exported files, and how check-for-manual-translations' label check works.
