This PR relocates and improve the already existing splitMesh feature from geos-processing to geos-mesh.

  • It introduces a proper mesh-doctor interface through refineMesh
  • It tests the feature and API
  • It introduces midpoint cache so mixed polyhedra/polyhedron soup can be handled
