Current behavior

The new toolbar has an opacity of 1. It's problematic because it hides the last few lines of documents.

For example, in this screenshot, the document is completely scrolled down, and the toolbar covers the last line of the preview. In order to see the line, I'm forced to scroll up a bit.

Proposed behavior

Reduce the default opacity of the toolbar and, on hover, change the opacity to 1.
