Cannot able to create a Public Collection for Free users

Describe the bug

Unable to create a new collection for free plan, not able to create new collection public, bydefault selecting private and no option to select publick.

I have been using stackblitz from more than 5 years, i have made 1000's of projects. But sadly unable to create a collection,

Steps to reproduce

Login, go to https://stackblitz.com/@yuvaraj.io/collections
collections page, click + new collection.

There bydefault it's checked to private. No option to public

Expected behavior

Expected behaviour user should be able to create a collection public without needing premium accesss.

Parity with Local

• I have run the project in my local machine and I could not reproduce the issue.
