The SAL client cannot be used with Python 3.13 as there are no wheels for numpy v1.x.
Proposal
Update numpy to >=2.0.0
Check numpy changelog to see if there are any changes which might affect SAL. It would also be beneficial to test switching to 2.0.0 with a concrete implementation of the SAL server.
What does success look like, and how can we measure that?
Switch to numpy > 2.0.0 (ideally current stable version).
