Percent sigil is undocumented

One of the TWiN mentioned an improvement percent sigil, but searching for % or percent in nushell docs does not yield anything relevant.

I am not sure where to put this. Maybe a separate "sigils.md" in the book?

ya, it should be documented. probably where ^ is documented in escaping the shell.
