Organization wide configuration

Hi there 👋

We have the request-info bot configuration file in the organization wide .gihub repo (see https://github.com/jupyterhub/.github/blob/master/.github/config.yml) and the bot is installed for the entire organization.
The bot works perfectly for the .github repository (where the config file exists), but not for any other repo.

Does the request-info bot support reading the configuration from the organization wide .github repo?
