One-time release infrastructure

• Create dist/dev/incubator/asyncband.
• Create dist/release/incubator/asyncband.
• Publish the release-manager key in KEYS: 8B37 4472 FAD3 28E1 7F47 9863 B379 691F C6E2 98DD.
• Configure the protected GitHub release environment for version tags and required reviewers.
• Smoke-test the non-publishing path of the Release workflow.
• Confirm the crates.io Trusted Publisher matches repository apache/asyncband, workflow release.yml, and environment release.

Release preparation

• Use v0.6.7-compat as the previous Asyncband release tag; v0.6.7 belongs to the MEA history.
• Merge #236, which fixes the semver audit, pool doctests, and release runbook.
• Freeze the 0.7.0 scope at fba31fd, deferring feat(broadcast): add a bounded MPMC broadcast channel #253, feat(phaser): add reusable phase coordination #250, refactor(mpsc): replace the legacy queue backend #247, perf(mpsc): replace the unbounded queue backend #232, and test: add cross-runtime integration test harness #229 until after 0.7.0.
• Prepare and merge #262: set asyncband to 0.7.0, refresh Cargo.lock, and finalize an undated v0.7.0 changelog section with a new empty Unreleased section.
• Review and acknowledge every breaking API item reported by cargo x semver --release-version 0.7.0 against CHANGELOG.md.
• Verify LICENSE, NOTICE, DISCLAIMER, source headers, and bundled dependencies.
• Run cargo x lint, cargo x check, cargo x test --no-capture, the MSRV test, and cargo publish --package asyncband --locked --dry-run on the release commit.
• Record 02b30dd as RELEASE_COMMIT.

Release candidate

• Create and push signed tag v0.7.0-rc.1 from RELEASE_COMMIT.
• Confirm the Release workflow validates the RC tag and skips the crates.io publish job.
• Build apache-asyncband-0.7.0-incubating-src.tar.gz from the signed RC tag in a clean clone.
• Create and verify the detached ASCII-armored signature and SHA-512 checksum with fingerprint 8B374472FAD328E17F479863B379691FC6E298DD.
• Verify the source archive contents, legal files, tests, and Cargo package dry-run.
• Stage and re-verify the candidate at dist/dev/incubator/asyncband/0.7.0-rc.1/ in SVN revision 87097.

PPMC vote

• Start the 72-hour vote on dev@asyncband.apache.org.
• Record the vote thread: https://lists.apache.org/thread/stmtcjsgpzt2vl8mlklf5zovbp9o4nr7
• Obtain at least three PPMC +1 votes and a successful majority.
• Publish and record the result thread: pending.

IPMC vote

• Start the 72-hour Incubator vote on general@incubator.apache.org.

• Obtain at least three binding IPMC +1 votes and a successful majority.
• Publish and record the result thread: pending.

Publish

• Promote the approved candidate from dist/dev to dist/release/incubator/asyncband/0.7.0/ without rebuilding it.
• Create and push signed tag v0.7.0 at the exact approved RELEASE_COMMIT.
• Approve the protected GitHub deployment and verify the crates.io Trusted Publishing job succeeds.
• Verify the release on downloads.apache.org, crates.io, docs.rs, and the ASF archive.
• Add the actual 0.7.0 publication date to the changelog heading in a post-release pull request.
• Remove superseded releases from dist/release when appropriate.
• Announce Apache Asyncband (Incubating) 0.7.0 on the project mailing list and other appropriate channels.
