PR reviewer annotations are sometimes duplicated

I sometimes see reviewer owner info and location annotations duplicated when I load a PR. This appears to be easy to reproduce by clicking "View pull request" anchor button in PR email notifications, which have some tracking data--in those cases, links look like https://dev.azure.com/<org>/<project>_git/<repo>/pullrequest/<pr number>?tracking_data=<some giant blob>.
